There is a military purpose to building the schools, hospitals and roads. With our more mobile military, they often times have to go into an unimproved area to build a base erecting buildings, roads and infrastructure. I have been part of that process in Panama. After we were done, we just turned all those items over to the local government. It helps the locals, it helps us, it builds goodwill with the locals as well. It is good all around. The problem is when it becomes dangerous for our men and women, or when it will be destroyed the moment the protection of our military is gone.
